The ITO, with the joint effort of the JUCC (Joint Universities Computer Centre), have successfully negotiated with Microsoft to get a more favorable licensing scheme for the UGC-funded institutions.The number of software licenses required for the whole University (covering all staff and students) will be calculated based on the number of FTE staff. With this Campus License Agreement, all staff AND students have the right to use the following Microsoft products in the campus:
- Microsoft Office Professional Edition
- Microsoft Office Macintosh Edition
- Microsoft Windows Upgrades
- Microsoft Access License (CAL) for Windows Server, Exchange Server, System Management Server, SharePoint Portal Server
In addition, Microsoft has announced the Advantage program under the Microsoft Campus Agreement in which Microsoft Office Professional Plus will be extended to HKBU Staff and Students. This allows Staff and Students to install the Office Professional Plus on their personal-owned computers (non-campus computers).

ITO has acquired a campus license of SAS Education Analytical Suite (EAS). The license will allow free use of the software components for teaching, academic research, as well as internal reporting and analysis purposes within the campus. Functionalities in the package include statistical analysis, operations research, forecasting, econometrics, optimization, decision support, report writing and graphics. Departments may request for software installation by submitting the Request Form to ITO and paying an annual charge. The charge will be credited to ITO account initially through an inter-department transfer by the Finance Office. Settlement of payments with JUCC will then be arranged by ITO annually.
The annual charge, which may be reviewed every year, shall be paid per installation and will cover the usage of the software for one year starting 1st July each year.
Five Years Campus License Agreement has been made with the VMware by JUCC, effective from 1 January 2013. Department/Faculty/School could acquire the license on an annual basis with effective date on 1 January. The software installation could be arranged by user upon request.
Note: All licenses will expire at the end of December each year and are subject to renewal at the anniversary date of 1 January. Annual license fee has to be paid in full and pro‐rata usage arrangement for first year enrollment is available.
The amended legislation (Intellectual Property Ordinance 2000) came into operation on 1 April 2001. The Ordinance imposes serious punishments on infringement of copyright including software licenses. In particular, it combats corporate copyright piracy activities.
Under the provisions of the ordinance, the relevant government departments may send officials to organizations including universities to conduct spot checks on any illegal use of unlicensed software. The image of the University is bound to suffer if any copyright piracy activities were discovered in the University campus.

All servers maintained by ITO in the University have been either covered by site licenses (unlimited usage) or by a sufficient number of licenses. Hence, users can legally run any software downloaded from these servers. For those servers which are installed and managed by individual Faculty/ School/ Department/ Office, the responsible parties are strongly advised to thoroughly check and ensure that all software packages are properly licensed.
Furthermore, staff members are requested to check and ensure that all software packages installed on their office PC’s or server hard disk are sufficiently covered by appropriate licenses. Unlicensed or unauthorized software, if any, in their individual PC or server should be removed immediately; otherwise they will be personally responsible for any consequences arising from any illegal use of software on their part.
