General User Policies
  1. When using the IT resources provided by the University, all users are bound by this General User Policies and Regulations.

  2. Information Technology Resources (IT resources) – covers all IT facilities including but not limited to all computers, user computing centres, lecture theatres/classrooms across the University together with the associated networks, internet access, Wi-Fi, email, hardware, remote access, server storage, computer accounts, software application (both proprietary and those developed by the University), telephony services and voicemail.

  3. This policy applies to all users of campus networks and information technology (IT) systems, and all personal machines and mobile devices connected to campus networks and IT systems.

  4. It is the University policy that every member of our University community has a right to access the IT resources assigned to him/her for academic and administrative purposes.  To this end, each University staff / student is entitled to an SSOid account for the duration of his/her association with HKBU to access intranet and U-wide IT services.

  5. SSOid is “Single-Sign-On” user ID used by both staff and students to sign in to U-wide IT services at the University, including but not limited to the computer network, centralized information systems, campus Wi-Fi service, and Library system, etc.

  6. For new staff or student, the SSOid have to be activated before it can be used.  All users are required to follow the online instructions and to read the Guidelines for Usage of Information Resources and staff are required to read also the Staff Handbook of Information Security during SSOid activation.  Users are deemed accepting the terms of the General User Policies and Regulations when they start to access the IT facilities provided.

 

Regulations and Conditions Governing Computer Usage
  1. IT resources are allocated to users solely for the University or for academic purposes.  Users who wish to use the IT facilities for outside practice or other outside work should obtain prior consent from the Director of IT.

  2. Access to the U-Wide IT services shall be determined by the current account status and eligibility of the user account.  Application can be made to ITO if additional service is required.

  3. User’s account is for his/her exclusive use only.  The user is prohibited from giving his/her account information and password to any other users.  Users are prohibited from using the account of any other individual user.

  4. ITO will retain all user accounts as long as the user remains as staff or student of the University.

  5. Computer games, extensive noise, food and drinks are not allowed in User Computing Centres.

  6. Users of the User Computing Centres may be required to present their University identification card upon request by ITO staff or on-duty student helper.

  7. Users shall be responsible for the care and use of the University’s equipment and may be liable for the cost of repair if any damage to the equipment is caused by negligence or failure to adhere to the proper operating procedures.

  8. Users shall take all reasonable steps to avoid wastage of printer resources.

  9. Users shall be responsible for the replacement cost for any loss or damage to media or documentation on loan.

  10. While ITO takes all necessary precautions to protect the integrity and privacy of user’s data and programs, individual user’s obligations and responsibilities to other users in this respect should be emphasized.  ATTEMPTS BY USERS TO VIOLATE THE INTEGRITY AND PRIVACY OF OTHER USERS’ ACCOUNTS, WILL RESULT IN SEVERE DISCIPLINARY ACTIONS.

  11. Most of the software products are proprietary and are protected by copyright.  Users should be aware of their full responsibilities for all licensing requirements of software products that they may have brought along to use on University computing facilities.

  12. Users are required to observe the intellectual property and copyright laws for audio and video materials.  Users are held responsible for any consequences arising from illegal uploading and downloading of the copyright-protected audio and video files.  Users should refer to the guidelines of using the University network services.

  13. In case of serious violation of these regulations, it may be brought to the Senate for appropriate disciplinary action by the University.
